David Lumpkin was an admired member of our community due to his talented artistry, zesty energy, quick wit and infectious smile. He was actively involved in many organizations and clubs as well.
Lumpkin was an ardent public servant, serving in multiple capacities such as four terms in Congress, governor of Georgia and other posts.
Early Life and Education
David Lumpkin’s early life was shaped by his father, who taught him legal and political principles. As a boy, David assisted his dad in the family business while learning to read from books stored in their home library and attending common schools.
In 1804 he was elected to the Georgia state legislature, where he began his political career. A staunch states’ rights advocate and opponent of federal “consolidation,” his views on Cherokee Indian removal stemmed from a belief that they could not coexist peacefully with whites.
His advocacy of removal was strongly opposed by a majority of Cherokee (led by chief John Ross), by prominent federal legislators, and Christian missionary societies. However, public opinion in Georgia – particularly its congressional delegation – supported his views ultimately leading to the Trail of Tears (1838-39).
Professional Career
David Lumpkin is a former University of Georgia and NFL running back who can look back with pride upon his professional career. A two-time All-American in college, he only played five years in the league but managed to amass 166 rushing yards and 17 touchdowns during that time.
He then transitioned into a public service role with Newton County Fire Service, serving as training chief of their squad. Furthermore, Lumpkin is an active member of his local Rotary club and was guest speaker at their weekly meeting on Tuesday. Additionally, his resume includes experience in real estate and education; however, his firefighting job remains his most fulfilling career to date.

David Lumpkin is an exemplary professional with a diverse background and vast expertise. As a Naval Officer, he has earned more than 40 awards and accolades, including two Department of Defense Medals for Distinguished Public Service.
He holds a master’s degree in National Security Affairs from the Naval Postgraduate School and has led special operations teams engaged in counterinsurgency and counternarcotics operations across multiple regions, such as Afghanistan and Iraq.
After retiring from the Navy, he served as assistant secretary of the Office of Special Operations and Low Intensity Conflict (SO/LIC) at Veterans Affairs. In this role, he had oversight for all special operations and low-intensity conflict activities such as counterterrorism, direct action, special reconnaissance, embassy security measures, peacekeeping missions and WMD proliferation prevention efforts.
Personal Life
David Lumpkin is a retired United States Navy Special Operations officer. Throughout his career, he completed various operational tours and also contributed to many significant initiatives within the Department of Defense.
He is widely recognized as an expert on Western Hemisphere special operations/low intensity conflict issues, with expertise also in crisis management and turnarounds.
His commitment to social justice is evident through his activism, which includes a 17-year battle to receive pensions and wages owed him and thousands of others who worked at a Southeast Side steel mill in Wisconsin. Furthermore, he advocated for improved access to education. Furthermore, he was instrumental in passing Family Caregiver legislation passed in 2010 that provides support to military families caring for their loved ones.
