He was the son of Thomas and Mary (Grubb) Staggs and wed Mattie Pinkerton on January 22, 1888 in Umatilla County, Oregon.

His wife Martha was the daughter of William and Sarah Pinkerton; they had five children, five of whom lived to adulthood.

In 1866, the family relocated to Columbia County. He was a carpenter and home builder by profession.

He was a member of the Phoenix Association of Homebuilders and served on the Arizona Development Board and Maricopa County Republican Party boards. Additionally, he was delegate to two Republican National Conventions in 1976 and 1980; furthermore, he wrote numerous books related to construction industry topics. Furthermore, his support of Boy Scouts and Girl Scouts was unwavering.

He has been involved with baseball for many years and continues to be actively involved today. He has coached various teams and currently serves as manager of the Arkansas Razorbacks softball team.
